Schenectady County is seeking a Library Director IV position in the library system, serving a population of approximately 155,000 with a Central Library and nine branches, involving the management and administrative responsibility for the planning, development, coordination and direction of library operations. The countywide library system is wholly funded by the County and is part of County operations, requiring a strong working relationship with the County Manager.
Supervision is exercised over the work of other library personnel and the position reports to the Board of Trustees.
The position involves developing long range plans for library services, including the development and evaluation of library services and programs; reviewing and/or developing policies and procedures for the operation of the library and for library services; administering personnel policies, performing performance evaluations of staff members, recommending staffing changes, and conducting staff meetings; preparing service plans and proposed budgets; directing and supervising the expenditures of library funds and the collection of library revenues; representing the library at meetings and interacting with governmental agencies and community groups in seeking financial resources for the library; and coordinating library program operations.
Candidates should possess a Master’s degree in Library Science, Information Services or an equivalent degree and have at least eight years of paid full-time professional library experience in a library of recognized standing, three years of which must have been in an administrative capacity overseeing complex operations. Administrative capacity is defined as planning, organizing, budgeting or allocating funds, staffing and communicating.
Candidates should also be eligible for a New York State Public Librarian’s Professional Certificate at the time of application or have possession of a certificate at the time of appointment.
